After soaking in the water for three days and nights,all articles,grains and carcasses of dead
animals started releasing unbearable stench. Knee-deep slush resembling thick paste
stagnated on the roads.

After escaping from the flooded areas,the residents slowly returned to their homes only
to see what had happened to their places.It was agony and tears on everybody's face
after seeing the trail of destruction left behind by the flood.The floor was silted up with one-
foot thick layer of mud.Except slush,nothing was seen in the homes.All mud-smeared
articleshave to be discarded.
SENIOR OFFICERS TAKE OVER
sri k. Raju, Principal Secretary,Rural Development and sri Vikas Raju,Vice-chairman
and Managing Director,state Financial Corporation,landed in the morning of October 4. The
two officers conferred with the local officers and came to the conclusion that outside help
was the only way out to clean the city and save the public.
The two officers along with Collector Mukesh Kumar Meena communicated to the
government for few more senior hands to handle relief to the victims on one side and
take care of the sanitation onthe other.
As requisitioned, the government deputed sri Siddharth Jain, project Officer, sri Vandan
Kumar and sri K. Venkatarami Reddy, both officers of the rank of Additional Directors in
the Municipal Administration to Kurnool city to launch the sanitation operations.Another set
of senior officer like sri GULZAR, Chairman and Managing Director of Easter power
Distribution Corporation Ltd of AP, sri M. Dana Kishore, Collector, Ranga Reddy, sri
Manikyaraj, Municipal Commissioner, Rajahmundry and the joint collectors from
Anantapur and Kadapa joined the team.
MUNICIPAL MACHINARY IN DISARRAY
Once the deployment of officers was complete,the real saga started.The flood threw the
entire municipal machinery out of gear. None of its 700 employees reported for wok
as they themselves became victims of the flood. Like any other victim, the employees too
went without roof over the head, without food and water the Municipal Office , the
headquarters of all civic operation.

itseelf was under four feet deep water. All its records,furniture and equipment
in the ground floor were drenched in the water.Power supply broke down
completely.

For officers coming from outside,no municipal system was visible in
Kurnool. Except the revenue and the police set-up, nothing was seen.
DEPLOYMENT OF MACHINES
The assistance of Road Transport Department was sought to mobilize
machine such excavators,JCBs,tractors and tippers.
It was assessed that nearly one lakh tonnes of wet waste from the city roads
was to be removed if the city was to be brought back to normalcy.The calculation
was arrived at on the assumption that each of 50,000 households affected
would generate two tonnes waste.

As planned,machines were deployed but much progress could not be made on
the first day. The main reasons for this were chaotic traffic conditions and
engaging of workers not used to removing foul smelling materials.The city
roads overflowed with the people coming in and goingout. Hardly any space was
left for the vehicles removing garbage.The officers involved in the garbage
removal were deeply upset by the slow progress of the work while the
pressure was mounting from all sides including public,prss and government
for quick results.
Cleaning was taken up on all affected wards simultaneously considering ward
as unit.
STAFF FROM 46 MUNICIPALITIES INVOLVED
The workers,supervisors and commissioners from 46 municipalities in the
state were involved in the "clean Kurnool" operation.
EXCELLENT RAPPORT WITH POLITICIANS
senior officers deputed from Hyderabad realized the need of cooperation
from the elected representatives. The politicians who were well -versed with
the terrain and conditions of different wards were taken into confidence and
were involved directly inthe cleaning operations. The enthusiastic politicians
offered sound solutions durng interactions and even faced angry public
back in their wards. While the politicians engaged the disgruntled public,the
officers,workers and staff did their job quietly.
SEGREGATION AND SORTING OF GARBAGE
Carcasses,dead animals were removed on priority basis to check outbreak of
diseases. In the next step, the foul smell causing material such as dals,
pulses and food grain were targeted.The decomposed material released
unbearable stench in the entire affected area

WATER SUPPLY
Water supply system went out of order after the flood. Realising the
importance of water in the cleaning operations the supply was restored on a
priority basis. Within three days, the supply was restored after carrying out
normal repairs to the pipes and pumping station. However, the public were
warned not use the water for consumption except for washing.

The entire hard task of cleaning of garbage, debries, mud, clay, slush and
other waste materials from the flood affected areas in the Kurnool City, is

done successfully under the instructions, guidance issued each and every
day, and reviewed by Sri K.Raju, I.A.S., Principal Secretary to Government, Sri
Vikas Raj, I.A.S., and higher authorities of the Government, the C&DMA, and
the Collector & District Magistrate, Kurnool with their support in all aspects,
and restored normal position in the flood affected areas of Kurnool City.
WATER SUPPLY MEASURES TAKEN IN THE FLOOD-2009
After floods the following measures were taken on war foot basis from
03.10.2009 to restore the water supply system in Kurnool Municipal
Corporation flood affected areas.
HEAD WATER WORKS
1. MUNAGALAPADU PUMPING STATION
4 nos of 240 HP pump sets were submerged in the Flood-2009, and the
same were restored on 13.10.2009.
2. TUNGABHADRA PUMPING STATION
4 2 nos of 100 KVA transformers,1 no 250 KVA transformer ,2 nos of 60 HP
pump sets, 2 nos of 125 HP turbine pump sets , 2 nos of 100 HP turbine
pump sets and 1 no of 90 HP pump sets were damaged/defunct in floods.
The above all transformers and pump sets were repaired/restored except 1
no of 100 HP turbine pump set.
12.10.2009 on wards water was drawn from T.B.River
3. INFILTRATION WELLS
Infiltration wells at Mujaffar Nagar and Vengannabavi situated in Hundri River
were partially restored, the restoration process was completed before
01.11.2009.
